Legislators raise concern over law and order in state
Pema assures measures to curb criminal activities

ITANAGAR, Sep 8: The members of Arunachal Legislative Assembly cutting across party line on Thursday expressed serious concern over rising crime graph in the state.
Taking part in the discussion on law and order situation in the state moved by Koloriang MLA Pani Taram in the Assembly, members suggested various means to curb the rising crime rate.
Admitting that unemployment problem is one of the main causes for rising criminal activities in the state, Chief Minister Pema Khandu assured that his government will take every step to ensure that law and order situation improve in the state.
Participating in the discussion Pema Khandu said "We are trying our best to work out a solution. People should understand that everyone cannot be accommodated in government job. Therefore our government is trying to lure private investment into state and have already started process in this regard."
"Growing numbers of educated youth have no jobs. For this a policy will be evolved soon to generate employment in various potential sectors to address the problems of the youth," Khandu, who is also the home minister, added.
Further CM shared that till now 1117 posts are lying vacant in police department. "We have not been able to fill these posts due to various factors. But I assure people of state that policing will definitely see improvement in future," stated Pema.
Earlier, initiating the discussion MLA Pani Taram emphasized on the need to give more power to the police force to strongly deal with the criminals. "No one, especially the politicians should interfere with police functioning.
To bring down crime first of all politicians will have to stop interfering with the policing. We need to give best weapon and vehicle to the police force. Without extending support, we cannot hope police to perform duty with sincerity," said Taram. He also expressed concern over how criminals easily get away after committing heinous crime. Taram also remembered late Bomdo Kamdak as martyr and stated that had late Kamdak been provided with best modern weapon the outcome of incident might have been different. He also alleged that some police personnel develop friendship with criminals and even provide shelter to them.
Dumporijo MLA Paknga Bage called upon state government to open more session and fast-track courts so that criminals can be tried at the earliest. Bage also appealed for strengthening the civil police.
Education Minister Honchun Ngandam stressed on the need for police to carry out awareness campaign in the schools. "We should give awareness to the children about laws and they will pass on the message to their parents and friends. This way we will create fear psychosis about law in the minds of potential criminals," said Ngandam. He also listed unemployment, alcoholism, drug addiction as major cause for rising criminal incident.
Liromoba MLA Nyamar Karbak called for banning those organizations which are involved in extortion activities. Aalo East MLA Jarkar Gamlin termed unemployment as the main reason for increase in crime rate. "Youths come to district headquarter and capital complex in search of employment opportunities. When they don't get job opportunities they indulge in criminal activities. They also get inspiration from various crime shows being aired in the TV channels," added Jarkar. He appealed government to provide better housing facilities to the police force.
Minister Wangki Lowang expressed concern over rising cyber crime. "Smear campaign against individual in social media is matter of deep concern. We need to strengthen cyber law to fight against growing cyber crime," said Lowang.
Itanagar MLA Techi Kaso called on everyone to discourage the criminals. "Few month ago an IRBn personnel was arrested for drug peddling and put behind bar in Itanagar police station. Immediately after that few MLAs started calling on his behalf. If politicians interfere in this way how can we expect police to fight criminals," said Kaso. Further he alleged that many criminal cases are vanishing from government records due to blessing of powerful people and this will indirectly encourage criminals in future. Kaso also claimed that in capital complex most of the criminals drive around in costly SUVs and stated that this trend discourages the police force.
Chayangtajo MLA Karya Bagang expressed sadness over killing of DSP Bomto Kamdak in her assembly constituency. "Late Bomto was a bright young officer who was always ready to serve the people. He was dutiful and one of the best police officers the state had ever," said Bagang. Further she added that there has been some mistake on the part of police which led to killing of late Bomto and one local villager Sai Bagang. "Police were aware that Tagiung Yangfo was living nearby Chyangtajo for at least a year after escaping from Seppa jail. Why they did not initiate any step to arrest him? Also when they went to arrest him they did not follow proper procedure that is usually followed while dealing with a hardened armed criminal. Police also need to learn a lesson from this whole incident," added Bagang.
MLA Mama Natung called on all the MLAs to hold discussion in their respective constituencies and start movement against criminals. He also urged state government to seek centre's help to start Arunachal regiment in order to provide more job opportunities to the youths.
MLA Japu Deru urged all MLAs to stop giving donation to unions and associations. Other speakers include MLAs Tage Taki, Laisam Simai and Minister Tanga Byaling.
Arunachal ratifies GST bill
ITANAGAR, Sep 8: Arunachal Pradesh today ratified Goods and Service Tax (GST) Bill to simplify the taxation by implementing single tax rates across the country. Deputy Chief Minister Chowna Mein, who also holds the finance portfolio, moved the resolution for ratification of the Constitution (One Hundred and Twenty Second Amendment) Bill in the House which was unanimously passed by voice votes. The bill has been already passed by the both Houses of Parliament and is awaiting assent from the President.
Taking part in the discussion, Leader of Opposition Tamiyo Taga of BJP said the bill has already been ratified in 19 states of the country and suggested that it be passed without discussions. Senior Congress member Wanglin Lowangdong termed the bill as a transformation of the Indian taxation system to end numerous taxes and bring uniformity and said the revenue collected would go simultaneously to the Centre and the state government.
He also advocated for comprehensive training for tax collectors of the state to implement the bill successfully. Former deputy chief minister Kameng Dolo termed the Bill as one of the best since Independence which would remove the confusion in taxation. Congress member Mutchu Mithi said GST would facilitate growth process in the state. PTI
Prez nod to GST Bill
New Delhi: President Pranab Mukherjee today gave assent to Constitution Amendment Bill on Goods and Services Tax (GST), a major step towards rolling out the new indirect tax regime which the Modi government wants to come into effect from April 1 next year. Mukherjee has given approval to the bill, official sources said today.
The passage of the bill will pave the way for setting up of a GST council that will decide the tax rate, cess and surcharges. The GST is a single indirect tax which will subsume most of the central and state taxes such as Value Added Tax (VAT), excise duty, service tax, central sales tax, additional customs duty and special additional duty of customs. The Parliament had on August 8 passed the bill which was then circulated to state governments seeking its ratification. A Constitution amendment bill needs to be ratified by the legislative Assemblies of at least 50 per cent of the states. The bill was sent to the Presidents secretariat after as many as 17 states, BJP-ruled Assam being the first, ratified the bill. The other states which have passed the legislation include Bihar, Jharkhand, Chhattisgarh, Himachal Pradesh, Gujarat, Madhya Pradesh, Delhi, Nagaland, Maharashtra, Haryana, Sikkim, Mizoram, Telangana, Goa, Odisha and Rajasthan. Revenue Secretary Hasmukh Adhia had recently said that the government is ahead of schedule for implementation of GST. "Instead of 30 days kept for this (states ratification), it is achieved in 23 days," he had said in a tweet. Now that the bill has got Presidential assent, the government will notify the GST Council, which will decide on the tax rate. Headed by Union Finance Minister Arun Jaitley, the Council will comprise state Finance Ministers. The states and the Centre are working overtime and talking to stakeholders to draft the Central GST, State GST and Integrated GST laws, which are to be passed in the Winter Session of Parliament. The CGST and IGST will be drafted on the basis of the model GST law. The states will draft their respective State GST (SGST) laws with minor variation incorporating state-based exemptions. The IGST law would deal with inter-state movement of goods and services. PTI
Alo Libang elected Deputy Speaker
Itanagar, Sep 8: The Arunachal Pradesh Assembly today unanimously elected Alo Libang as the Deputy Speaker, a post which was vacant since Tenzing Norbu Thongdok was elected as the Speaker on July 20.
Congress member Libang, who was the lone candidate to file nomination for the post, was supported by all the 11 BJP members and two Independents.
His name was proposed by Tapuk Taku and seconded by Tatung Jamoh.
Congratulating Libang, the Speaker exuded confidence that he would discharge his duties according to the best Parliamentary traditions.
Chief Minister Pema Khandu, who escorted Libang to his chair, said his name was proposed at the recent Congress Legislature Party (CLP) meeting.
"He (Libang) is the fittest man for the post. He is a grassroot leader and was elected twice from the Tuting-Yingkiong constituency defeating former chief minister Gegong Apang," Khandu said.
Taking part in the discussion, senior BJP member Japu Deru said Libang, who represents the constituency bordering the Tibet region of China, would fulfil the aspirations of the people living in the border areas.
Besides Taku and Jamoh, state Industries Minister Tapang Taloh also spoke on the occasion.
Addressing the House, Libang said he would adhere to all the Constitutional procedures while discharging his duties by winning the confidence of all the members irrespective of party affiliations.
Born on March 1, 1964 at Simong village in Upper Siang district, Libang hails from the Adi community.
An arts graduate from Jawaharlal Nehru College, Pasighat in East Siang district, Libang is married with a son and a daughter.
Interested in travelling and social activities, he was first elected an MLA, representing the NCP, in 2009 from the constituency. He later joined the Congress in 2012.
In 2014, he was elected from the same constituency on a Congress ticket.
He also served as the Parliamentary Secretary in the Nabam Tuki and Kalikho Pul governments. PTI
APSCW holds legal awareness programme
ITANAGAR, Sep 8: A daylong legal awareness programme was organised by the Arunachal Pradesh State Commission for Women (APSCW), Itanagar in collaboration with Integrated Child Development Services (ICDS) Project, Balijan and Jangte Anne Self Help Group (JASHG) at Sangdupota Circle on Sep 7.
The awareness on Domestic Violence, POCSO Act, Trafficking of Women and Children and importance of Nutrition for Women and Children and Livelihood were imparted in the programme.
APSCW Chairperson, Mitali Tingkhatra briefly explained all the topics and informed that even verbal abuse is under domestic violence and briefly spoke on the Indecent Representation of Women (Prohibition) Act, 1986. She also appealed to all not to practice and encourage child marriage and polygamy.
APSCW, Member Secretary, Yame Higio gave a background on the activities of the commission and explained in detail about the works and cases handled by the APSCW for the victims. While lamenting the people are not aware of these social ills of child marriages and polygamy, she discouraged such practices which lead towards many problems in between spouses, families and in the society.
APSCW Member Duma Yekar spoke on the various types of domestic violence taking place in the society. She informed that the domestic violence act was passed in the year 2005, stating that the commission counsels the family problems which are unable to be settled between spouses. She further suggested that harassment and abuses on women and girl child should be reported in the concerned police station for legal action.
APSCW Legal Advisor Kani Nada Malling explained about the Protection of Children from Sexual Offences (POCSO) Act, 2012 to the villagers gathered. She also spoke on the topics of child abuse and sexual abuses of children in the house and schools. She spoke in detail about the POCSO Act and informed that offences are non-bailable. She also informed that free legal aid is provided from the Arunachal Pradesh State Legal Service Authority for the any women and girl child victims who cannot afford to hire an advocate for the victims whose annual income is below one lakh.
APSCW Vice Chairperson Nabam Yabang explained about trafficking of women and children rising in the state. She explained the most likely reasons found in such cases are because of economic problems, domestic helpers and unemployment.
Circle Officer Nabam Taji while appreciating the APSCW for organising the awareness programme informed that the Sangdupota is a crime free circle. He also encouraged the people gathered in the programme to take all the benefit of such information to build a peaceful society.
Celebrating the last day of National Nutrition Week by Food and Nutrition Board, Ministry of Women and Child Development, demonstration officer, T. Banerjee informed about all kind of nutritious foods which are very important for pregnant women and children.
CDPO S.C. Tok informed about the programmes and schemes provided to women and girls by the Govt of India in detailed to the participants.
More than 150 villagers including government employees attended the programme.
Search operation on to trace missing students
ITANAGAR, Sep 8: The Kurung-Kumey District Administration has pressed more men into search operation to trace three children of Govt. Secondary School Leel under Sangram Sub-Division who feared drowned into Kurung River on Tuesday afternoon. The boys were identified as Hiba Tago, S/o Hiba Mallo, (Class VII), Nibi Village, Giogi Joseph, S/o Giogi Tarigh,(Class VI), Dara Village and Giogi Jarbom, S/o Giogi Tacho, Nibi Village under Nyobia/Sangram circle. The tragedy occurred near Jartam Shelle Hanging bridge over Kurung River.
The district administration came to know about the incident around 8 PM and after receiving the report, it pressed men in search operation using all available resources to trace out the missing school boys, a release said. The search operation had to suspend due to due to inclement weather in Kurung-Kumey belt, coupled with inaccessible terrain of the river bank, turbulent water, and poor visibility during night, it informed. Despite, tireless effort by search operation none of the missing children was found.
The DA further informed that the belongings of the children like bag etc and the wreckages of the temporary boat (made up of wild banana) used by them have been spotted at Yaamkhuv Shriuvh river bed which is located around 35 Km downstream.
The search operation team was divided into two groups in searching with hope to spot their bodies. The search operation was led by Mihin Gambo, SP and Nangram Pingkap, CO.
In the meantime the District Administration has appealed all the PRI members, GBs, HGBs, General Publics of the villages located downstream along the left and right bank of Kurung river to extend their whole hearted support and cooperation in the search operation(DIPRO)
Governor's intervention sought in teachers' recruitment
ITANAGAR, Sept 8: Rajiv Gandhi University professor Nani Bath has sought the intervention of Governor in the recruitment for filling up of some posts including Post Graduate Teachers and Trained Graduate Teachers in Government Higher Secondary Schools of the state.
In a representation to the Governor, Prof Bath said the recent written recruitment examination conducted by the directorate of secondary education, GoAP, (Vide Advt No ED.2/DSE/290/APT/2015, dated Sept 10, 2015) is not only a clear violation of statutory rules and judicial order but the said examination is marred with huge controversies.
The Arunachal Pradesh Education Rules, 2010 clearly specifies that in respect of the posts of PGT and TGT, the same are to be filled by the direct recruitment through the Arunachal Pradesh Public Commission and by promotion as stipulated in the section VII and IX of the rules, the representation said.
The recruitment was also conducted in violation of the Court order, the representation pointed out while referring to the directives of the Gauhati High Court Permanent Bench in the WP (C) case no 37 (AP)/2016. While hearing the writ petition filed by John Libang and nine others against the state Govt, the HC on January 28 last had directed concern authorities of the state Govt not to proceed with any selection process with regards to the posts specified in the advertisement dated Sept 10, 2015.
Referring to the anonymous examinees, who have expressed serious reservation on the conduct of examinations and reactions of the Director of Secondary Education in a section of local media, the representation said "there are wide apprehension that the selection of teachers, if done by the department concern, may be unfair and biased by judging the candidates through non-academic parameters.
Being the Constitutional head, Governor should intervene personally in the recruitment process so as to ensure smooth operation of legislative rules and to protect the rule of law in the state, the representation added.
Kra Daadi MLAs advise union to avoid path of stir
ITANAGAR, Sep 8: Minister PHED & Disaster Management, Takam Pario and MLA Markio Tado have appealed the All Kra Daadi Students Union (AKDDSU) not to go ahead with its second phase bandh call and assured to take the union's demand with the higher authorities.
The MLAs of Kra Daadi said this in a meeting held on Sep 6 which was participated by Kra Daadi DC, Kra Daadi DDSE and representatives of AKDDSU.
The legislators of the district asked the students to participate in the developmental activities of the district as it is a new district and needs the support of all to make it a model district.
They have also assured to initiate an enquiry upon the allegations leveled against the Kra Daadi DC by the student union and take proper actions if found guilty. The MLAs also appealed the union to focus on the education sector of the district for which they would give their full cooperation.
Speaking in the meeting, Kra Daadi DC also assured of initiating an enquiry upon the allegations leveled by the union. He also added that the process to evict encroachment of the school premises by a private person has been initiated.
DDSE appealed the student's community to cooperate in the education sector for the development of the education.
Speaking on behalf of the union, AKDDSU president Gora Rikam stated that the union had to resort to bandh call due to the ignorance of the authorities and the leaders towards the union's demand. The union also decided to halt it's proposed bandh call on the assurance given by both the MLAs. However the union stated it shall continue to pursue its' demands if the assurances were not met.
Papum Pare at the bottom of list of cleanest districts: Survey
New Delhi, Sep 8: Himachal Pradesh's Mandi tops the list of 22 cleanest among the well-performing districts in the hill region, while Maharashtra's Sindhudurg is the cleanest among 53 well-performing districts in plains, according to a Swachh survey in rural areas this year.
Shimla, Hamirpur, Kullu and Chamba in Himachal Pradesh; West Sikkim, East Sikkim, South Sikkim and North Sikkim in Sikkim and Mizoram's Champhai districts have made it to the top 10 cleanest districts in hilly regions, as per the Quality Council of India (QCI) survey, whose findings were released by Union Rural Development Minister Narendra Singh Tomar here.
On the other hand, Anjaw, Papum Pare, Changlang, West Siang and West Kameng in Arunachal Pradesh; Jaintia Hills, East Garo Hills and Ri Bhoi in Meghalaya;
Bongaigaon in Assam and Lahul and Spiti in Himachal Pradesh are ranked at the bottom of the list of cleanest districts from hilly belt in North-East and Special Category.
The top 10 cleanest districts in plains are Satara, Kolhapur, Ratnagiri and Thane in Maharashtra; Nadia, Midnapur East and Hoogly in West Bengal; Udupi in Karnataka and Churu in Rajasthan.
The survey puts Bikaner, Ajmer, Pali and Dungarpur in Rajasthan; Ahmedabad, Anand and Panchmahal in Gujarat; Gadag in Karnataka; Sirsa in Haryana and Perambaluru in Tamil Nadu at the bottom of the list relating to districts in plains.
Tomar-led Ministry of Drinking Water and Sanitation, which got the survey conducted during May and June this year, though maintained that the districts placed at the bottom of the list were not "worst performing".
"Ever since the survey was launched nearly two years ago, we had identified 75 better performing districts as far as the Swachh Bharat campaign is considered. So, we carried out a third party field survey of these districts to see the reality this year.
"So, these are not badly performing districts. It is just that some of the well performing districts are doing better than others," a Ministry official said.
The QCI surveyed 70,000 households before ranking them. It studied more than 1,050 households in plain regions, while in hilly areas, over 350 households were inspected, a report said.
The survey on sanitation was conducted based on four parameters: percentage of households having access to safe toilets and their usage (40 per cent weightage), households having no litter around (30 per cent); average score of cleanliness (out of 100) around public places (20 per cent) and households having no wastewater around (10 per cent), officials said.
"During the survey we went beyond the only parameter of construction of toilets and their use. The survey was comprehensive with other parameters included. We hope the cleanliness ranking will have positive impact in strengthening the campaign," Tomar told reporters. PTI
Traffic warden allegedly assaulted
ITANAGAR, Sep 8: The Itanagar Traffic Warden (ITW) has alleged that on Wednesday a warden was assaulted on duty by IRBn personnel. In a release the ITW informed that IRBn personnel Atum Blayu who was in civil dress assaulted traffic warden Tagung Hayi near Itanagar police station.
"He violated traffic and entered into No Entry Area towards police station after taking wrong turn near bus station at Bank Tinali. He was riding Scooty and was accompanied by his wife and kid. The Traffic Warden on duty requested them to take the route from BSNL Point, which is as per new traffic diversion rule. Instead of cooperating with the traffic rule they forcefully entered into no entry area. The whole problem started due to this," stated ITW.
They also alleged that both husband and wife attacked Tagung Hayi with stones and caused injury to him.
Further they claimed that one of the Traffic Wardens called up at Police Station, which is hardly a few meters away but no one came to take care of the situation and overlooked the incident. "Warden Hayi rushed to police station to save himself but there also in presence of police personnel he was assaulted. The police present at station refused to interfere and instead misbehaved with traffic wardens," the ITW added. An FIR has been lodged against both husband and wife. The IRBn personnel have been arrested by the police.
The ITW claimed that on many occasion they have been at the receiving end of the brutality. "Traffic wardens Likha Taje, Nabam Ram, Bida Pachang, Tarak Haging, Chukhu Tanya, Terdam Gadi and now Tagung Hayi have all been assaulted while performing their duty. This kind of incident deeply demoralizes us. We are trying our best to improve traffic situation in capital complex. If people do not support us how can we work in such hostile situation," stated ITW. The wardens have appealed strict action against the alleged attacker duo and warned that they will start mass movement if government fails to punish the duo.
Book based on Arunachal wins UK award for historical fiction
New Delhi, Sep 8: A book, which tells the story of the Apatani tribe of Arunachal Pradesh during British India, has bagged the M M Bennetts Award for Historical Fiction 2016 in the UK.
Stuart Blackburn was presented the award at the HNS Conference in Oxford for his novel "Into the Hidden Valley".
The book, published by Speaking Tiger, looks into a little-known episode in the colonial history of British India. Blackburn vividly brings alive the world of the Apatanis.
His exploration of what happens when this settled civilisation forcibly collides with British Empire sensitively portrays the impact of the forces of colonialism on both sides.
"Into the Hidden Valley" was chosen for the award ahead of Helena Page Schrader?s "Defender of Jerusalem" and "Allegiance" by Kermit Roosevelt.
The award is named in memory of writer-historian Bennetts who was a specialist in early 19th century British history and the Napoleonic wars.
The novel dramatises the colonial encounter with tribes by telling two stories, one of a British official and the other of a tribesman.
Blackburn says he first became interested in the Tibeto-Burman-speaking tribes of northeast India when he went to Arunachal Pradesh in 1999.
"I spent a large part of the next decade researching the cultures and oral traditions of one particular group, the Apatanis, who live in the hidden valley of the story. Two of my monographs document their storytelling arts."
US-born Blackburn spent two and a half years in the rice fields and villages of south India, where he learned to speak Tamil.
He is the author or editor of 16 books on Indian culture and folklore, mainly in south India (where his first novel "Murder in Melur" is set) and northeast India.
One book, a study of shadow puppet theatre in Kerala, won the runner-up prize for the UK Folklore Book of the Year, while a translation of an early Tamil novel won the A K Ramanujan Prize in the US. PTI
State team leaves for East Zone Junior Athletics Championship
ITANAGAR, Sep 8: Twenty-four athletes and two officials, representing Arunachal Pradesh, will be leaving here for Guwahati Thursday night to participate in the 28th East Zone Junior Athletics Championship.
The two-day championship of Athletics Federation of India (AFI) will begin on September 10 at Guwahati, informed Arunachal Athletics Association secretary Kage Dodum.
The state will participate in Boys and Girls U-18, U-16, Boys U-20 and Girls U-14 year categories.
Meanwhile, Arunachal Olympic Association President Padi Richo this afternoon met the Guwahati bound athletes at SLSA playground at Chimpu and briefed them about the championship and the importance of participating in such events. He encouraged them to perform upto their potentials without thinking about winning and losing.
He said that AOA will soon gear up sports activities to groom players for future events, including Olympics. He asked the players to practice hard eying at the next Olympics to grab the handsome rewards announced by the state government by winning medals.
Sports Authority of Arunachal (SAA) vice chairman Gechi Doke, Member Secretary (SAA) Ramesh Linggi and SLSA Principal Tabia Chobin were also present and motivated the athletes as they are going to participate for the first time in any AFI championship.

CCFC to meet Bogong Soccer Club in final
Pasighat, Sep 8: Capital Complex FC entered into the final of Mega Solung football tournament defeating Pasighat Sporting Club 3-1 via penalty kick at JN College playground here on Thursday.
The match went to tie breaker after both the teams played out a goalless draw in regulation and extra time.
Gyamar Sankio, Goal Keeper of CCFC, was adjudged as 'player of the match' and awarded cash prize of Rs. 2000 sponsored by the faculty members of Jawaharlal Nehru College, Pasighat.
IMC councilor and Arunachal Football Association vice president Kipa Takum gave away the prize to the winner.
Capital Complex will meet Bogong Soccer Club in the final on September 10 at the same ground at 2 pm.
Pasighat all set to host Mega Solung

According to the PMSFCC President, Aken Jongkey and Member Secretary, Tabung Ering, every event's success is dependent on a network of volunteers. All arrangements at Giidi Notko- the main venue are made upto the mark timely by untiring efforts of the committee members.
Twelve stalls have been setup for traditional dresses, delicious indigenous foods and handicrafts etc. This year's celebration is not restricted to Pasighat township but the people of the entire district will take part with several activities. One of the most integral essence of the Adi community, traditional Ponung will be also performed.
Among others events, there are football and volleyball matches, archery, marathon, tug of war and literary and cultural programs for students of all school and colleges. During the 'celebrity night', renowned Bollywood singer Monali Thakur and singer and stage performer Meiyang Chang will enthrall audience on Sep-12, while on the next day, 'Miss Lune' contest and traditional fashion show will be held.
Solung is celebrated on Sept 1 and the beginning day is called Dogin Yume (preparations / arrangement evening), second day is Dorep or Ardo-Bado longe', third day is observed as Binnyat, where rituals relating to Goddess of crops and prosperity Kine-Nane is performed, fourth day is known as Taktor / Ekoph (preparation of bows, arrows and war weapons) where arrows and bows were also fastened above the door of every houses and the last day is called Miri Yamlik ('send-off' ceremonial to Miri Abu).
In this festival Goddess of crops and food grains Kine-Nane, God of wisdom and knowledge Doying Bote and the god of domestic animals Dadi Bote Gumte-Gamro are worshipped and offered offering in every house and field respectively by one of the family members of the household.
50 years ago in 1967, Solung festival at Pasighat was celebrated centrally for the first in which architect of modern Arunachal Dr. Daying Ering and the then Adviser to Governor of Assam P.N. Malhotra had participated. The glorious golden jubilee celebration has been playing significant roles in carrying forward the rich legacy.
The present PMSCC committee members have ensured that the celebration bears a traditional colour and visitors feel welcomed and valued. Security arrangements have been stepped up and social services are being conducted by various organizations and employees and businessmen to give a fresh look to the visitors. Let us hope that the visitors will also enjoy the beauty of lush green mountains, mighty Siang River and its people and rituals. No one should go back disheartened and disappointed but should carry fond memories and lasting impression of the people of the century old town.
13th National Youth Parliament held at RGU
RONO HILLS, Sept 8: The Rajiv Gandhi University (RGU) hosted the 13th National Youth Parliament competition here on Thursday. This is for the first time that the RGU has organized such kind of event involving youths.
Participants were divided into two groups -- ruling party and opposition party, led by Arsendo Miti and Yayum Taba respectively. The session began with tributes paid to the late PA Sangma, veteran parliamentarian from Meghalaya.
Various issues such as Chakma-Hajong citizenship, racial discrimination on the North Eastern students and issues including Aadhar card were discussed. Ceemona Taku, Gora Mamung, Agaya Menda, Hibu Nassing and Tamin Mili were best participants.
Speaking on the occasion, MP East Ninong Ering said that parliamentarians in Delhi could learn a thing or two from the participants in the youth parliament. He further urged the youths to utilize their potential to work towards development of the state.
Group Coordinator National Youth Parliament, Sanjeev Kumar Tiwary hoped that the participants would go on to become good parliamentarians. He also hoped that more and more youths from the state would go on to become national leaders.
KBM hospital dedicated

Miao, Sept 8: The Miao Diocese achieved another milestone today with the blessing and dedication of the Krick and Bourie Memorial Hospital at Injan near Kharsang in Miao Sub-Division. The blessing and dedication was performed by Rt. Rev. Dr. George Palliparambil, Bishop of Miao Diocese in presence of Circle Officer Kharsang S K. Rai, public leaders, students and youths. The hospital is dedicated to St.Teresa of Kolkata.
While speaking at the function Bishop said poverty, illiteracy and illness has no religion. Everyone must work together to defeat it, he added.
The KBM Hospital was built in a span of five years. The land for the hospital was donated by K.S.Lungphi, a senior public leader of Kharsang. Initially the hospital, a first for the Miao Diocese and first of its kind in the eastern region of Arunachal Pradesh will have X-Ray and provision for all kinds of blood tests. Ambulance service is already in place. At least seventy percent of Changlang disttict is expected to benefit from the services of the hospital. It was also informed that the hospital will also have foreign doctors and nurses coming to render voluntary treatment for short durations.
Beena Ghose Roy Scheme launched at ASSET, Wakro
WAKRO, Sep 8: The Beena Ghose Roy Scheme was formally launched by Lohit DC, Danish Ashraf and SP Lohit, Isaac Pertin.
The scheme an initiative by the Wakro based Anu Shiksha Seva Trust (ASSET) will provide free education to children in need of assistance. Named and started in gratitude to saintly mother Beena Ghose Roy, the program is currently benefitting 21 children.
DC Danish Asraf appreciated the ASSET for the noble initiative. SP Isaac Pertin while lauding the support received from well wishers from all over the country expressed his desire to contribute to strengthen the BGR Scheme.
Further, Deputy Chief Minister, Chowna Mein while attaching his signature to the document of formal launch of the BGR Scheme assured members of the ASSET that he and his office will always be available to support any welfare programs and that social entrepreneurs must feel free to approach him directly on phone or in person at any point of time. He further assured that the state government is committed to strengthen the sector of social welfare alongwith health and education sectors.

World physiotherapy day observed at Khonsa
KHONSA, Sept 8: World Physiotherapy Day was observed at Khonsa district hospital with the theme 'movement for health' with various programmes on Thursday.
During the inaugural session, Tirap DC Ravi Jha underscoring the importance of physiotherapy said that with the change in life style of the people, need for physiotherapy has increased manifold and added that physiotherapy is an extension of Yoga though more technical in nature.
He urged people to take maximum benefit out of the physiotherapy clinic at Khonsa without being dependent on treatments in costly private hospitals in Dibrugarh, Assam and asked all the stakeholders to create awareness regarding the benefit of physiotherapy among the people.
In her key-note address DMO Dr. N. Lowang threw light on the brief history of the origin of world physiotherapy day and said that the main objective of observing the day was to create awareness about the profession and the dedicated services of the trained professionals. She emphasized on the need of physiotherapy along with other medical treatments.
DPO, NPCDCS Dr. P. Rakshit highlighted the importance of physiotherapy against the backdrop of change in people's lifestyle and spoke on ill-effect of depending only on medication. He urged people to take the help of physiotherapists to cure various diseases.
MPT Neurological Disorder, Samy Moyong spoke elaborately on world physiotherapy day through a power-point presentation.
"Physiotherapy was a physical medicine and rehabilitation speciality that remediated impairments and promoted mobility, function and quality of life through examination, diagnosis, prognosis and physical intervention," she said.
She gave a brief history about the genesis of physiotherapy and clarified the misconceptions associated with physiotherapy.
She later conducted an exercise session in which officers and invitees participated.

DAPORIJO, Sept 8: The All Ade Akom Karga Kara Pei & Paat Welfare Association has organized three days cultural cum games and sports meet from September 4 to 6 at Ligu village as a part of interaction programme among the various clans of the society to promote unity and integrity within the society.
While, attending the programme, Bengia Tab, Chairman, Nyishi Art & Culture Welfare Society, emphasized on the need for preservation and promotion of the indigenous culture. He urged people to know their own genealogy and to respect other clans as well. He further appealed for promoting communal harmony in the society.
Lomter Kena spoke about the origin of Karga Kara clan and narrated the genealogy of its clan.
Dr. Tale Gongo, president of AAAKKPPWA informed that motive of the programme was to meet the people of all the clan and exchange their views and understandings for the greater interest of the society.
During the three days cultural and sports competition, Akom clan won first position in Volleyball competition, followed by Ade clan.

Green Boards to display agriculture produce prices
ITANAGAR, Sep 8: 'Green Boards' for displaying prices of agriculture commodities shall be installed soon at all strategic market locations across the Capital Complex. Informing this to Itanagar Capital Complex, District Magistrate cum Chairman, Agriculture Produce Marketing Committee (APMC), Sandeep Kr. Singh, APMC Secretary, Okit Palling added that such Green Board has already been installed at Naharlagun on pilot basis.
The Green Board is a measure by APMC to stabilize the price rise of agriculture commodities and model price fixation.
Earlier on Thursday, the DM cum Chairman APMC, Sandeep Kr. Singh alongwith APMC Secretary visited all the APMC establishments in the Itanagar Capital Complex.
Expressing dissatisfaction of the market functioning at Gohpur Tinali due to the number of cloth and apparels traders being more than the fruits and vegetable vendors, the DC urged the APMC to allot more space for agriculture and allied products vendors. He also took stock of the land encroachments cases in the APMC establishment. The DC also suggested for starting the campaign for saying no to plastic and ploythene in the market.
At APMC market yards at Chandanagar, Ganga Market and Gandhi Market, the DC emphasised for up-gradation of the old and unscientific structures of the markets at Ganga Market and Gandhi Market, and asked the Secretary APMC to pursue with state government for the structures.
APMC vice-chairman, Tadar Akap and APMC member Khyoda Tanik were also present during the visits.
Dolo visits Governor
ITANAGAR, Sep 8: Former Deputy Chief Minister and MLA Seijosa, Kameng Dolo on Wednesday called on Arunachal Pradesh Governor J P Rajkhowa at the Raj Bhavan, Itanagar.
After the courtesy visit to the Governor, Dolo stated that the Governor has now fully recovered and is healthy.
Expressing his surprise over the decision to step down from the post of Governor, Dolo with much disappointment said, he admired him as a gentleman, who has capability to guide and mentor the state like Arunachal Pradesh, which required a vast experienced person in the field of administration and can read the pulse of common mass.
Union serves ultimatum to nab assaulter
ITANAGAR, Sep 8: Alleging that one Lizen Gyadi had brutally assaulted on Mebom Jilen on September 3, last, Kargu Kardi Students' Union (KKSU) on Thursday served five days ultimatum to Director General of Police to arrest the accused.
In its memorandum KKSU claimed that on the night of Sept 3, the accused had brutally assaulted and attempted on life of Mebom Jilen with sharp weapon and inflicted him life threatening injuries. Subsequently, a case had been registered with Itanagar Police Station vide case no. 246/2016 U/S 307 IPS, the union further informed. It further demanded to book the culprit under section 326/325, 120 section (B) of IPC.
DBLC appeals DC to squash baseless land claims
MARIYANG, Sep 8: Stating that the land ownership claims made by one Matheim Linggi at the office of the Upper Siang Deputy Commissioner on Aug 12, 2016 is baseless, illegal and frivolous, the Damro Banggo Land Committee (DBLC) has requested the Upper Siang DC to issue an order quashing the claim.
In a memorandum to the Upper Siang DC, the DBLC chairman, Dukkang Pertin stated that the Adi community of Damro village have been living and acquired the interests, title, possession and ownership of the scheduled of the land since time immemorial which lies in Mariyang ADC sub-division of Upper Siang.
Stating that the claims put in by M Linggi is very unfortunate and provocative; the memo added that such step taken may create social disharmony with unwanted consequences.
DBLC clarified that the notified land starting with 0km point from Mariyang for which claims and objections were invited by Commissioner, Land Management, is the central and heart land of Damro village and is owned by many individuals or clans at various points. The complaint also stated that it is inevitable to mention that from the ending point of the notified land 12km (Sidang) area, the land of Adi community of Damro village covers an area which needs many days trekking to reach the ancestral land boundary.
Further, DBLC added that M.Linggi does not know about the location of the said land as he was not born and brought up in Mariyang administrative circle rather he is a domicile of Roing under Lower Dibang Valley district.
AR DG lays foundation stone for community hall

VIJAYNAGAR/JAIRAMPUR, Sept 8: Director General of Assam Rifles, Lt Gen HJS Sachdev visited Vijaynagar and Jairampur in Changlang district and laid down foundation stone for construction of a community hall with dish TV and adequate seating arrangements.
DG also promised a toilet block in Girls Govt School and three Solar lamps per household and assured that these projects will be completed in the current financial year. He informed that a total of 2000 solar lamps will be distributed under ambit of AR civic action projects.
The DG was accompanied by the Sector Cdr, South Arunachal Pradesh and Commandant Jairampur Bn.
Later, AR Ex-servicemen Association at Vijaynagar presented a memorandum to DG regarding provision of satellite phone terminal and extra medicine funds, which was sanctioned on the spot.
He handed over a cheque of Rs 51,554 to Laxmi Rai as pension disbursement amount.
Poor road quality alleged
ITANAGAR, Sep 8: The BJP Booth Level Committee of Senki Park, Itanagar on Thursday alleged that the executing agency does not follow the DPR to construct road from Mowb-II to Niya Colony at Itanagar. Alleging poor quality of works, the Committee in a letter to Executive Engineer Capital Division, further said that work has been done in violation of technical specifications as there are no retaining wall and box culvert except few bags of cements. The committee sought the authority's intervention to ensure quality works.
Ex-gratia sought for late Sai Bagang
ITANAGAR, Sep 8: All Arunachal Pradesh Border Youth Organisation on Thursday sought adequate ex-gratia and other benefits to family of late Sai Bagang who was killed during shootout incident at Sangrungwa under East Kameng district on August 13 last.
In a release, the organisation stated that late Sai Bagang was the lone earner and his death forced the entire family to live a miserable life.
Drive against trading license in LDV
ROING, Sept 8: Under the supervision of Lower Dibang Valley DC Ravi Dhawan, a team of administrative officer including Superintendent, Inspector and other officials of the Tax & Excise along with district police will conduct verification drive of Trading License at all commercial areas in the district within a week.
The DC has urged the trading license holders to display their trading license at a prominent place in their respective shops for the visiting team. He further warned of initiating legal action in case of any irregularities found during the inspection. (DIPRO)
DLIC reviews Draft Irrigation Plan of NABCONS
ZIRO, Sept 8: The District Level Implementation Committee (DLIC) for PMKSY convened a meeting to review the Draft Irrigation Plan (DIP) prepared by NABCONS for Lower Subansiri district at DC's conference hall on Sept 7 and 8.
On Sept 7, DC Kemo Lollen identified many technical irregularities and observed the absence of few proposed activities by various departments in the DIP. He suggested roping in a consultant from NABCONS to clarify and remove the lacunae. Accordingly, Vikas Ranjan from NABCONS made a power point presentation on the draft DIP on the second day.
Chairing the meeting on Thursday, ADC Nending Chatung suggested the Consultant team of NABCONS to physically visit the project sites to collect first hand information of the area and project the best and the need based schemes under PMKSY, as all the three blocks Ziro -I,Ziro-II and Raga are topographically quite different.
Unconvinced with the Draft DIP, he suggested revising it after seeking inputs from concerned departments. He directed the member departments to submit their revised action plans by Saturday for compilation and onward submission to the government.

International literacy day observed at Aalo

DC asks employees to remain at place of posting
ANINI, Sep 8: Taking strict note of the absence of govt employees from their places of posting in Dibang Valley, Deputy Commissioner Tamune Miso has urged the head of departments and officials to remain in their posting place.
The DC was speaking at the 16th meeting of the district level monitoring committee of various central schemes and programmes of Dibang Valley on Sep 7.
Cautioning especially the officials of engineering departments to remain in the station, the DC also directed a CO to check the attendance of all departments every month fortnightly. Any official found absent from the station without any valid reason would invite necessary disciplinary actions initiated, added the DC.
The meeting attended by ZPMs, HoDs and administrative officers discussed works and projects under ACA, SPA, NEC, NLCPR, RIDF, PM's package.
The officials of PWD, UD, PHED, DRDA and Power updated on their ongoing projects, challenges and achievements in the financial year 2015-16. The programmes undertaken by the Agriculture, Horticulture, Civil Supply and Child & Women Welfare departments were also discussed in the meeting. Anini CDPO informed that Dibang Valley is the only district in the state to implement Beti Bachao Beti Padhao Abhiyan.
DC Miso suggested the BRO for package wise handing over of Hunli-Anini road to the NHIDCL and to continue the maintenance works. He also called for strict monitoring of distribution of PDS items in all the Fair Price Shops under NFSA Act by the administrative officers.

Historic verdict
In a landmark judgment which has potential to have wide ranging effect a Mumbai sessions
court on Thursday sentenced to death a man for fatal attack on a woman in Mumbai
suburban railway station three years ago. Preeti Rathi, who was 23 when she was murdered,
had just arrived from Delhi to join the Indian navy as a nurse. Her neighbour Ankur
Panwar attacked her after she rejected a marriage proposal. It is the first such
sentence for an acid attack in India. Many such attacks go unpunished. Every year
hundreds of women become victim of acid attacks. Unfortunately the government agencies
have failed to stop such attacks. According to government figures, there are hundreds
of such attacks a year; but campaigners say the real figures are much higher. The
year 2014 saw a never-
Uttar Pradesh topped the list with 185 cases till November 2014, followed by Madhya Pradesh with 53 cases. Among the seven UTs, acid attack cases were reported only from Delhi, which witnessed 27 such cases last year. The number of persons arrested is only 208 as against 309 cases reported. While instances of acid attacks have been reported in nearly all parts of the world, they are particularly endemic to South Asia, with Bangladesh, Pakistan, India and Cambodia having the dubious distinction of the highest number of cases. With harsh punishments and strict guidelines controlling the sale of acid, Bangladesh is viewed as a success story in the making, having seen a steady decline of 20 percent to 30 percent in the past few years. In India, however, the number of reported cases has been increasing despite the existence of laws and directives to curb the horrors of acid violence. One can only hope that today’s historic verdict by Mumbai session court will send out strong message and put an end to this kind of heinous crime.

I would like to inform to the concern department of Apex Bank and Rural Development Department that I also applied for jobs advertised by the department.
I also submitted documents & challan for the post of Probationary Officer & Jt.BDO, Unfortunately, I submitted documents & Challan twice for the same post of Jt.BDO, once last year and another one after recent advertisement published this year by same Department for the same post. Further it was cancelled. So, department should return every deposited challan amount and documents.
I think department will never understand how poor unemployed youth survive, unable to live up to the expectation of the parent.

Dear Editor,
Born in a womb of mother, who died as their beautiful heaven fell apart with fleshes of her mother scattered on the ground. With she crawling to find her mother but like a crunch of dead leaves can be heard in dark she crawled with her ears hear no traces of her mother only her own cries.
A child cry for her mother, but no one comes to her rescue as her cries was subdued by horrific noise of bomb exploding.
She is just a few months old, and now few days without her mother.
Born in a world where scene of a beautiful sky is curtailed by an incessant fume of smoke cause by explosion.
Her tears continue to fall like a cut throat bleeding profusely.
Born in a world, where religion has a different version though the essence of all religion is same.
She was born to blossom with fragrance, but in just few months her root was uprooted, she fell on the ground and was trampled by people. By people whose eye were thirsty of blood, ears in charge of collecting sounds; rejecting the sounds of cries and help, and urge for more sound of explosion.
She cried, extending her hand for a motherly hug and love. But all she got in return was death.
In just short days of her life she has seen what we couldn't ever imagine. As she lay down peacefully after all the travesty of dream she dreamed when inside womb; her soul cries and promise never to reborn in this world.

Retirement age
Dear Editor,
Through the column of your esteemed daily,I would like to draw attention of concerned student bodies and unemployed youth toward the demand made by CoSAAP, i.e enhancing the retirement age to 60 years. Besides this particular demand all other demand seems to be genuine.
It is pretty clear to us that unemployment rate in the state has been on rise due to slow pace and other economic conditions on government recruitment since 1999, and now increase in retirement age will further delay fresh recruitment.
According to 2011 census 55 percent of the population is in the age group of 18 to 35 years, we can add more as the birth to death ratio was 19.4 is to 5.8 in 2012. Arunachal Pradesh is a young state with youth majority; hence this is not the right time to make this particular demand of increasing the retirement age to 60 years. Also ratio of retired person is very small compared to economically active workers.
Don't take me as rude, but please make a clear relation relating to economic and demographic status of state like ours.
After reading this letter I want all the students to ask their parents. Is it right to make such demand?
Supreme value of youth period is incalculable and indescribable. Youth life is the most precious life. Youth is best time. The way in which you utilize this period will decide the nature of coming years that lie ahead of you.

Declare results
Dear Editor,
Through the columns of your esteemed daily, I would like to request the Director of Secondary Education and other higher authority concern for early declaration of recruitment exam results which was conducted in the first week of August last. Delay in declaration of results will create negative impact on efficiency of the department concern.
In the year 2013, the department had conducted the exam for PET and results of written test were declared within a week followed by viva voce. But the declaration of results for the recently conducted exam is getting delayed without any valid reason. Only few candidates had appeared for the PET exam, therefore, declaration of results should not take much time.

Hassling parking fee
Dear Editor,
Few days ago when I reached RK Mission Hospital, Itanagar on my old model TVS star city bike, at the main gate a security man stopped me and asked for parking charge of Rs.10.
I took a ticket and reached the pediatric ward where my daughter was admitted.
Same day, exactly at 10.30 AM, I went to Ganga market to buy some eatables for my daughter.
At the main gate, same security man stopped me again and asked me for a ticket. When I told him that I have already paid for parking, he looked at the ticket and said that the validity of the ticket had expired as it was for four hours. I had to pay for another ticket.
In the afternoon, I had to pay another Rs 10 for the third ticket in the same day.
I had to go out at 8 PM and return again to the hospital. After I reached the main gate, I gave Rs 10 to the parking person and did not take the ticket this time because I was fed up after paying four times.
